When the Premier Division broke off from the other two divisions in the Scottish Football League in 1998, the Scottish Premier League was formed. It is the top level of the Scottish football league system, and ranked tenth among European leagues. Only two clubs have won the Scottish Premier League title since its inception-Celtic with five titles and Rangers with four. To encourage the development of young football players, every Premier League team must include three under 21 players on their match day squad. Other than the "under-21" rule, there are not many restrictions on the number of players, salaries, or squad size in the Scottish Premier League.
